You can get list of top 20 cited articles in various subject areas from Scopus from the link - Topcited. This is freely accessible list. Scopus is otherwise a paid service like Web of Science. These rankings are based on a type of indexing called "Citation Indexing". There are also free services like Google Scholar that rank articles according to citations they receive. More the citations the higher the rank. However this methodology has it's own limitations.
